Yes you need to get your Agility up. You get it up by getting Agility Orbs (green orbs on top of buildings) and doing roof top races. (green beams of light that are coming from the ground.

well already get 4 stars and the  last line for full, already did the 12 roof top races and just 1 more agility orb for the 500 orbs (i mean i have 499 agility orbs)

this is for ben. look when  u play key to the city there u can put agility of super agent, and when i play campaign online some guys have  it or something like that buti don't know how i can get it so that is my question

 you can't be super agent without using keys to the city.

i know i know but my question is how i can do that

As I recall you start the game using "keys to the city" option (u need to download it first) then when in the game hit the back button to bring up the menu, use the dpad to move through the menus and the Y button to select the cheats.  hit back button to exit menu and away u go
