would sound about right, mysterious voice giving orders with far too much information on your disclosed targets. Perhaps this is after all previous institutions have failed to keep teh peace and the agency, ran by the freemasons, steps out of the shadows and away from their string pulling to piece things back together and clean up the anarchy.
But on a side note, i always thought it interesting that the agency logo so much resembles the anarchy symbol. you know the Awith a circle around it, in fact if that lower piece was rounded instead of a v it would be the anarchy symbol
